JOB
DESCRIPTION: This position will serve as both the contracts
manager and as one of two subcontracts managers for the Directed
Energy Test and Evaluation Capabilities Lead Service Integrator
contract. Specific responsibilities include: creating and
implementing effective acquisition strategies, preparing and
distributing solicitations; evaluating offers, including cost
or price analysis, contractor responsibility and responsiveness
to the solicitation; running source selections; gaining source
selection approval from the government contracting officer;
and supporting activities associated with monitoring prime
and subcontract compliance and project cost, schedule and
technical performance. As the subcontracts manager responsibilities
will also include proposal support, analyzing and estimating
costs and negotiating specifications/statements of work, price/cost
and price/cost related terms and other subcontract provisions.
Interfaces directly with Contracts Representative, Program
Managers and line Management to ensure subcontract compliance
meets prime contract requirements. Exercises a high degree
of independent judgment in performing these duties. This position
may also support multiple operations. This position directly
reports to the Procurement Director.
EDUCATION:
Requires Bachelor's degree (preferably in Business Administration
or related field) plus a minimum of 10 years of related experience.
Professional certification or advanced degree is desired.
REQUIRED
SKILLS: Minimum of ten years experience performing contracting
and/or subcontracting-related tasks with particular emphasis
on source selection, contract negotiation and contract administration
activities. Must have an in depth knowledge of the Federal
Acquisition Regulation (FAR) and Department of Defense FAR
Supplements in order to operate independently. Knowledge must
encompass basic business principles such as purchasing, contracts,
materials, logistics, business administration, contract law,
and finance and accounting. Proficient in word processing,
electronic spreadsheet, data systems, analysis techniques
and workstation tools. Must also have the ability to analyze,
understand and interpret complex data and solve problems.
Good verbal and written communication skills are required.
Must be able to obtain a SECRET security clearance.
DESIRED
SKILLS: Knowledge of DoD contracting practices and policies;
experience serving in a military or GS contracting career
field which dealt with source selection. Knowledge and use
of SAP or company experience helpful but not required.
