JOB
DESCRIPTION: The Subcontract Administrator will work in the
Engineering Test and Analysis Business Unit which provides
systems engineering solutions across the entire weapon system
acquisition process, from requirements and policy assessment
and development; to test and evaluation, and training on fielded
systems. The Subcontract Administrator: Develops, negotiates
and administers subcontracts and other agreements of moderate
to high dollar value, risk, and complexity, consistent with
client requirements and procurement policies/procedures. Required
to create complex solicitations, support proposals, analyze
and estimate costs and negotiate specifications/statements
of work, price/cost and price/cost related terms and other
subcontract provisions. Creates and implements effective acquisition
strategies. Exercises a high degree of independent judgment
in selecting methods and techniques for obtaining solutions.
Interfaces directly with Contracts Representative, Program
Managers and line Management to ensure subcontract compliance
meets prime contract requirements. May also participate in
activities in support of multiple operations. This position
directly reports to the Procurement Director.
EDUCATION:
Requires Bachelor's degree (preferably in Business Administration
or related field) plus 5 years of related experience. Professional
certification or advanced degree is desired.
REQUIRED
SKILLS: Must have an in depth knowledge of the Federal Acquisition
Regulation (FAR) and Department of Defense FAR Supplements
in order to operate independently. Knowledge must encompass
basic business principles such as purchasing, contracts, materials,
logistics, business administration, contract law, and finance
and accounting. Requires experience in procurement and related
functions with particular emphasis on negotiation and contract
administration. Must have knowledge of analysis techniques
such as price volume matrix, proposal analysis spreadsheet
analysis and business scenarios. Must also have the ability
to analyze, understand and interpret complex data and solve
problems. Good verbal and written communication skills are
required.
DESIRED
SKILLS: Proficient in word processing, electronic spreadsheet,
data systems, analysis techniques and workstation tools. Knowledge
and use of SAP experience helpful but not required.
